As a Temp measure turn off DEP by typing in an Elevated Command Prompt: bcdedit.exe /set {current} nx AlwaysOff Run your WLM Install and sign up etc. Turn DEP back on by typing: bcdedit.exe /set {current} nx AlwaysOn. See if it runs.
