Install DirectX 9c & SDK's into it. Bizarre as it seems, a program I have, Caesar IV, would not run UNTIL it verified I had DX9c on the system. A forum run by Vivendi Universal had a discussion regarding same, and someone said that DX 10 is supposed to be backward compatible -- only that MS left out chunks of code for some reason.
